Issues relating to cultural heritage significance are sometimes debated before an independant panel, which might require a heritage consultant to provide a submission and/or be called as an expert witness.  Examples include

• Panel hearings associated with Planning Scheme Amendments
• Registration Hearings undertaken by the Heritage Council
• VCAT hearings associated with proposed changes to heritage places
